Brenda Mills, CPA, FACHE
Chief Executive Officer

Ms. Mills joined FSGC in 1990 as Director of Administrative Services. She was named Chief Operating Officer in 1992 and moved into the CEO position in 2002. She was a Certified Public Accountant for two years before coming to FSGC. She holds a Master of Science in Management from Baker University and is a 2015 graduate of Leadership Kansas. Ms. Mills is a member of the Association of Community Mental Health Centers of Kansas technical assistance team that provides review and consultation for community mental health centers.

Colin Thomasset, MPH
Chief Operating Officer

Mr. Thomasset joined FSGC in 2020. In his previous work, Colin spent 12 years as an advocate and lobbyist for community mental health centers in Kansas and provided testimony to the Kansas Legislature on dozens of issues impacting mental health. Colin was a Kansas Health Foundation Health Fellow in 2015 and holds a Master of Public Health degree from the University of Kansas Medical Center.

Charles Millhuff, DO
Chief Medical Officer

Dr. Millhuff has been with FSGC for 21 years and has 27 years of medical experience. He is Board Certified from the American Board of Psychiatry and Neurology in General Psychiatry and Child and Adolescent Psychiatry. Dr. Millhuff received his Residency Training at the Karl Menninger School of Psychiatry. He also completed a Fellowship in Child and Adolescent Psychiatry at the Menninger School.

Tracy Kihm
Chief Financial Officer

Ms. Kihm joined FSGC in 2018 after serving as Finance Director at Bert Nash Community Mental Health Center (Lawrence, KS) for 11 years. Prior to that, Tracy worked at Sallie Mae and the First United Methodist Church in Lawrence. She has been a Mental Health First Aid instructor since 2009 and is certified in both the Adult and Youth courses. She is also a Leadership Lawrence Class of 2018 graduate.

Pam Evans
Director, Marketing & Development

Ms. Evans joined FSGC in 2013 as Director, Marketing & Development. Before coming to FSGC, she was with the State of Kansas for 18 years, including 14 years with the Department of Commerce. Pam is a Leadership Greater Topeka Class of 2017 graduate and an active member of the Association of Fundraising Professionals.

Anthony Bryan, MSW, LSCSW
Director, Community-Based Services

Mr. Bryan joined FSGC as an intern in 1989 and has been a staff member since, having served the agency in numerous capacities. Today, he works as Director, Community-Based Services. Mr. Bryan earned a Master of Social Work degree from the University of Kansas.

Karen Smothers, LSCSW, LCAC
Director, Clinical Operations

Ms. Smothers has more than 25 years of experience in community mental health. She was previously the Assistant Director and Clinical Director of Pawnee Mental Health Services in Manhattan, KS. Ms. Smothers earned her master’s degree in social work from Washburn University in 2006. She is an adjunct faculty member at Manhattan Christian College. She is married to her husband, John, and has two sons: the Smothers brothers. She enjoys rail-to-trails biking, hiking and being outdoors.

Director, Quality, Outcomes & Training

Dr. Callis recently became Director of Quality, Outcomes, & Training after having served as a member of FSGC’s Leadership Team since 2015. Prior to that, she established and coordinated FSGC's Anxiety Treatment Program. Dr. Callis joined the organization in 2006 upon completing her doctoral studies at the Florida School of Professional Psychology. She specializes in evidence-based anxiety treatment and work with emerging adults. Dr. Callis is also a certified Mental Health First Aid instructor and an adjunct professor of psychology at Washburn University.

Alicia Guerrero-Chavez, JD, CHC
Director, Risk Management & Support Services

Mrs. Guerrero-Chavez is a lifelong Topekan and has been with FSGC since 2015. She is a 2012 graduate of Washburn University’s School of Law and a 2016 graduate of the Latino Leadership Collaborative of Kansas. Alicia is certified in Health Care Compliance, a member of the Health Care Compliance Association and an ASIST (Applied Suicide Intervention Skills Training) Instructor. She is married and has five children. Alicia is very active in her children’s school PTO and is chair of the Fiesta Mexicana Planning Committee for Our Lady of Guadalupe Church.

Director, Human Resources

Mrs. Eklund joined FSGC as Director, Human Resources in 2020. Prior to that, she was with Manhattan Surgical Hospital (Manhattan, KS) for 11 years. Marie is a 2019 graduate of the Kansas Hospital Association Leadership Institute, a member of the Society for Human Resource Management (SHRM) and a board member for the Human Resource Management Network, Manhattan Area.

Courtney Liberato
Executive Assistant to the CEO

Mrs. Liberato was born and raised in Topeka and is a graduate of Washburn University. Prior to joining Family Service & Guidance Center, she was the Executive Assistant to the City Manager of Lincoln City, OR, from 2017-2020. She moved back to her hometown in 2020 to be closer to family and joined FSGC in 2021.

Jennie Watson, LSCSW
Director, School & Community Services

Ms. Watson has served FSGC children and families in many different capacities since joining the staff in 2005. She worked closely with the Kansas Department of Education to establish the Mental Health Intervention Team (MHIT) Program, a program that integrates mental health programs into schools. Ms. Watson is a certified Mental Health First Aid Instructor and has presented to parents on multiple topics in FSGC's Real-World Parenting Conversation Series. She holds a master’s degree in social work from Washburn University.

Director, Crisis & Recovery Services

Mr. Freed has been with FSGC since November 2005 and served children and families in a variety of roles. He recently worked closely with the Kansas Department of Aging and Disabilities to expand crisis services for the state of Kansas and implement Intermediate Crisis Bed stays. Mr. Freed is a member of the Crisis Residential Association and regularly provides parent trainings as part of FSGC’s Real-World Parenting Conversation Series. He is a certified Assessing and Managing Suicide Risk (AMSR) trainer. He holds a master’s degree in psychology from Washburn University (Topeka, KS).
