Brenda Mills, MSM, FACHE
Chief Executive Officer

Ms. Mills joined FSGC in 1990 as Director of Administrative Services. She was named Chief Operating Officer in 1992 and moved into the CEO position in 2002. She was a Certified Public Accountant for two years before coming to FSGC. She holds a Master of Science in Management from Baker University and is a 2015 graduate of Leadership Kansas. Ms. Mills is a member of the Association of Community Mental Health Centers of Kansas technical assistance team that provides review and consultation for community mental health centers.

Ed Cullumber, LSCSW, MPA
Chief Operating Officer

Mr. Cullumber joined FSGC as COO in 2005 after working as Director of Mental Health Services for 22 facilities operated by the Missouri Department of Corrections. He has over 25 years of experience in the community mental health systems in Texas and Kansas. Mr. Cullumber also holds the rank of Colonel in the Air Force Reserves and is the commander of the 442d Medical Squadron, Whiteman Air Force Base (MO).

Charles Millhuff, DO
Chief Medical Officer

Dr. Millhuff has been with FSGC for 18 years and has 25 years of medical experience. He is Board Certified from the American Board of Psychiatry and Neurology in General Psychiatry and Child and Adolescent Psychiatry. Dr. Millhuff received his Residency Training at the Karl Menninger School of Psychiatry. He also completed a Fellowship in Child and Adolescent Psychiatry at the Menninger School.

Tracy Kihm
Chief Financial Officer (Interim)

Ms. Kihm joined FSGC in 2018 as Director of Process Improvement and is currently acting as interim Chief Financial Officer. She served as Finance Director at Bert Nash Community Mental Health Center (Lawrence, KS) for 11 years. Prior to that, Tracy worked at Sallie Mae and the First United Methodist Church in Lawrence. She has been a Mental Health First Aid instructor since 2009 and is certified in both the Adult and Youth courses. She is also a Leadership Lawrence Class of 2018 graduate.

Heather Teufel, PHR
Director, Human Resources

Ms. Teufel has extensive experience in human resources, including a turn at FSGC (2000-2005) as Human Resources Assistant (2001-2005). She worked as Human Resources Business Partner at Bartlett & West before returning to FSGC in November 2017, where she served as Assistant Director of Human Resources. In January 2019, she was named Director, Human Resources. Ms. Teufel holds a bachelor's degree in health services organization and policy from Wichita State University. She has also volunteered with Meals on Wheels and Junior Achievement.

Sandra Cummings
Executive Assistant to the CEO

Ms. Cummings has served as Executive Assistant since 2003. Prior to coming to FSGC, she worked at Westar Energy in multiple positions, including Executive Assistant to the Vice President of Information Technology, over 21 years.

Pam Evans
Director, Marketing & Development

Ms. Evans joined FSGC in 2013 as Director, Marketing & Development. Before coming to FSGC, she was with the State of Kansas for 18 years, including 14 years with the Department of Commerce. Pam is a Leadership Greater Topeka Class of 2017 graduate and an active member of the Association of Fundraising Professionals.

Anthony Bryan, MSW, LSCSW
Director, Community-Based Services

Mr. Bryan joined FSGC as an intern in 1989 and has been a staff member since, having served the agency in numerous capacities. Today, he works as Director, Community-Based Services. Mr. Bryan earned a Master of Social Work degree from the University of Kansas.

Karen Smothers, LSCSW, LCAC
Director, Clinical Operations

Ms. Smothers has more than 25 years of experience in community mental health. She was previously the Assistant Director and Clinical Director of Pawnee Mental Health Services in Manhattan, KS. Ms. Smothers earned her master’s degree in social work from Washburn University in 2006. She is an adjunct faculty member at Manhattan Christian College and Liberty University Online. She has been married to her husband, John Smothers, and has two sons: the Smothers brothers. She enjoys rail to trails biking, hiking and being outdoors.

Candace Watson
Director, Administration/Process Improvement

Ms. Watson has guided FSGC's administrative staff since 1989. Previously to coming to FSGC, she was the Office Manager at Watson's Body and Paint for 14 years. Ms. Watson has served as a consultant with the Association of Community Mental Health Centers of Kansas technical assistance team, working with numerous centers in the areas of policy, procedure and day-to-day operations.

Nancy Crago, LSCSW
Director, Psychosocial

Ms. Crago came to FSGC in 1983 as an intern and has been with the organization since. She specializes in early childhood, trauma, autism and fetal alcohol syndrome. She has served as chair for the Governor's Behavioral Health Subcommittee Planning Council for Children and is involved with the Topeka Public Schools' trauma informed work group.

Abby Callis, PsyD
Director, Quality & Outcomes

Dr. Callis accepted the position of Director, Quality & Outcomes in 2015 after five years of coordinating FSGC's Anxiety Treatment Program. She joined the organization in 2006 after completing her doctoral studies at the Florida School of Professional Psychology. She specializes in evidence-based anxiety treatment. Dr. Callis is active in the Anxiety and Depression Disorders Association of America and an adjunct professor at Washburn University.
